totter(v.)c. 1200, toteren, “swing to and fro,” a word of uncertain origin, perhaps from a Scandinavian source (compare dialectal Norwegian totra “to quiver, shake”). “It has the form of a frequentative from a stem tot- expressing instability or unstable movement” [OED, 1989].
The sense of “rock or shake to and fro on a base” is from c. 1400. The meaning “stand or walk with shaky, unsteady steps” is attested from c. 1600. Related: Tottered; tottering. Into early Modern English there was a parallel tolter “be unsteady or unstable,” which is held to be from Flemish or Middle Dutch touteren, but OED (1989) says it is “difficult to connect this phonetically” to totter.
